CABINET DIVISION



The Cabinet Secretary who is assisted by Three Additional Secretaries in the performance of assigned business heads the Cabinet Division under the Honourable Prime Minister as the Minister In-charge. The business is subdivided asunder:

WING WISE OVERVIEW

Cabinet, Ministerial and Administration (CMA)

Background

An Additional Secretary who was originally called Additional Secretary-I and later re-designated as Additional Secretary C&M in June, 1991 coordinates/ oversees the functions of a number of wings placed under him. Originally following wings/organizations of the Cabinet Division were placed under Additional Secretary I: -

  • Cabinet Wing
  • Ministerial Wing
  • CDA Wing
  • Administration Wing
  • Military Wing
  • National Documentation Center
  • National communication Security Board.
  • Security Section

Over the period a number of structural changes have taken place and components and functions of various wings under the Additional Secretary CMA have been revised.

Composition

The Additional Secretary CMA has the following wings and Autonomous bodies under it:

  • Cabinet and Ministerial Wing (C&M Wing)
  • Administration Wing
  • Emergency Relief Cell (ERC) and Awards Wing
  • Security Section
  • Shaikh Zayed Post Graduate Medical Complex

Functions

C&M Wing

  • Conduct meetings of the Cabinet
  • Examining summaries for the Cabinet in accordance with Rules of Business 1973
  • Record and circulate minutes of the meetings of the Cabinet
  • Monitoring implementation of Cabinet Decisions
  • Secretarial assistance to Secretaries Committee
  • Amendments and interpretation of Rules of Business 1973
  • Administrative Control of Shaikh Zayed Post Graduate Medical Complex
  • Work relating to Pakistan Intellectual Property Rights Organization (PIPRO).

Administration Wing

  • Provide Administrative Support, Coordination and General Services to the Cabinet Division
  • Sanction of Green telephones and printing of Directory
  • Administration of Telephones for the Federal Government functionaries
  • Budgetary and financial matters of the Cabinet Division and attached Departments/organizations
  • Matters relating to Audit Report and Public Accounts Committee
  • Toshakhana
  • Cabinet Library
  • Federal Government Functions assigned to the NAB

Emergency Relief Cell (ERC) and Awards Wing

  • Provide relief assistance to the provinces in cases of major disasters.
  • Liaise regarding relief activities carried out by the Federal Division Pakistan Army, Provincial Governments, International Agencies, Non-governmental Organization (National & International), etc.
  • Provide to provinces the relief assistance received as donation from within the country and abroad
  • Administer Relief Funds being maintained at the Federal Level.
  • Provide assistance to the calamity-stricken countries.
  • All matters relating to Civil Awards
  • All matters relating resettlement and rehabilitation of civilians
  • Administrative matters of Federal Land Commissions

Security Section

  • Coordination and supervision of all security measures in Federal Secretariat
  • All security matters of the Cabinet Block
  • Protocol arrangements

Economic Committees and Regulatory Authorities (EC&R)

Background

Additional Secretary II was re designated in 1991 as Additional Secretary EC&R and made in-charge of the following wings, Autonomous Bodies etc.

  • Emergency Relief Cell
  • Implementation wing
  • Committees Wing
  • Rehabilitation and Repatriation wing

This organisation and role was however later modified from time to time to meet the changing requirements.

Composition

Additional Secretary EC&R has the following wings and Autonomous bodies under him:

  • National Commission for Human Development (NCHD)
  • Alternative Energy Development Board (AEDB)

Functions

Committees Wing

Process cases for and provide Secretarial assistance to the following Committees and any other ad-hoc committee constituted under the rules



Monitoring implementation of the decisions of the above committees

Implementation Wing

  • Ensure and oversee implementation of Directives issued by the President and the Prime Minister
  • Act as coordinator for implementation of directives, in case it concerns more than one agency
  • Maintain record of progress of implementation of orders

Regulatory Authority's Wing

  • Administrative Control of the following Regulatory Authorities:
    • NEPRA
    • OGRA
    • PTA and FAB
  • Administrative control of AEDB and NCHD

Communications Security and Military (CS&M)

National Telecommunications and Information Technology Security Board (NTISB)

Previously known as National Communication Security Board (NCSB) the NTISB wing at the Cabinet Division Serves as secretariat to the NTISB and the Executive Committee of the NTISB to perform following functions:

  • Advise Federal Government on security aspects of the National Policies concerning ICT related services
  • Regulate induction of ICT security systems
  • Periodic inspections of communication centres in the public sectors
  • Administrative control of the Department of Communication security

Military Wing

Originally established in 1956 as the Defence Planning and coordination Wing, it was re-designated as the military Wing in 1972 with the mission to coordinate and implement war effort in the Civil sector. The wing has following functions:

  • Assist the Defence committee of the cabinet in coordination of the war effort at National level.
  • Provide Secretarial Assistance to a number of Defence Planning Committees of Ministries and Divisions
  • Planning and implementation of Provisions of Federal war Book.
  • Affairs of the Central Pool of Cars at the Federal Government
  • Formulation and implementation of staff car rules
  • IB affairs

National Documentation Centre (NDC)

Background and Scope

The need to set up National Documentation Centre in the Cabinet Division primarily arose out of the historical situation in which Pakistan was placed at her birth. On Independence, Pakistan did not inherit any central collection of official records and other research materials. Books collected centrally were kept at the Imperial Library, Calcutta; and records collected centrally were kept at the Imperial Record Office, New Delhi. Both these institutions went to India and became completely inaccessible to Pakistan. The other main collection was maintained in London, known as the India Office Library and Records. The books to the India Office Library accrued due to its depository status for all books produced in the Subcontinent. Records were maintained for the Secretary of State to India and others to dispose of official business. The book collection covered ten miles of shelving space and the record collection nine miles of shelving space. The period ranged from the Battle of Plassey to the birth of Pakistan. Apart from this collection there were several institutions in the U.K. which kept research material relevant to Pakistan. Within Pakistan the pre-partition records were maintained in the Provincial repositories, mostly in Lahore, Karachi, Peshawar and Quetta.
In 1974, the Government of Pakistan, therefore, decided to set up a special repository called "National Documentation Centre" in Lahore. In 1992 the National Documentation Centre shifted to its permanent location in the first floor of the Cabinet Block where the Cabinet Division is housed.

Objectives

The main job visualized for the National Documentation Centre was to:-

  • Meet official and un-official requirements within the country, in respect of the British period?s research materials
  • Reconstruct contours of national memory over a couple of centuries
  • Operate a document supply service at the minimum cost
  • Publish documentation in association with the private sector and on its own to put in black and white the entire context of Independence.

Functions

  • Acquisition and Preservation of state documents
  • Acquisition of record on microfilm from British Library London and other repositories abroad
  • Publication of documentary compilations and Holding Lists on records relating to Freedom Movements of India/Pakistan
  • Undertaking various research assignments and compilation of official records/documents
  • Catering to the requirements of researchers and scholars

Achievements

  • Microfilm collection comprises nearly twenty million pages of material on the British period of our history.
  • 213 major private collections of the British Period on microfilm have been acquired.
  • 100,000 pages of research materials in photocopy have so far been acquired and preserved.
  • The study of the Cabinet record of the Government of Pakistan from 1947-76 is underway. The record is being gradually declassified and made available to users. Index to the record exists. Guide is under preparation.
  • Microfilm collection is being increased at the rate of 500,000 pages of new material every year and the book collection at the rate of 300 volumes per annum.
  • A special repository of State Documents has been established. It has a modest collection of 1,000 original documents and is open for deposit to all Federal agencies.
  • A total of 204, reports of high level Committees & Commissions have been collected.
  • 12,000 books, supportive of research on the British period. These also include Monographs and serials.
  • Microfilm equipment to with user and institutional requirements is available. Copies are provided on modest charges. Reading room with enviable research ambience has been set up.
  • The Centre is a member of relevant professional organizations including the International Council on Archives. Within the country it actively participates in library and information development activities.

Record Collection

  • The record and book collection in the NDC comprises:
  • Official record, on microfilm or in photocopy, selected from the Provincial Archives in Baluchistan, the NWFP, the Punjab and Sind;
  • Official record, on micro film or in photocopy, of the British India relevant to Pakistan selected from the India Office Library and Records in London and other British repositories;
  • State Documents, a category of official record so designated by the Government of Pakistan
  • A limited number of books, official publications, catalogues and bibliographies.

Access

  • The entire collection has been listed and the holding lists are available in the NDC Reading Room.
  • Fresh acquisitions are periodically announced in the Winter and the Summer issues of the NDC Newsletter.
  • Printed Holding Lists are available for consultation.
  • A computerized facility for search of specific items is also available.
  • Publications and photocopy materials are placed on the open shelves and the microfilms are stored separately.
  • The researchers may use the microfilm readers installed for the purpose of work in the Reading Room.
  • NDC Library is open on all working days between 8.00 a.m. to 3.00 p.m. except on public holidays.
  • Classified record is not open for public either for consultation or for copying.

Access Rules

  • Any person can use the NDC collection after obtaining the User's Ticket free of charge.
  • Applications for User's Tickets may be made on a form, which is available at the NDC Office/web site.
  • The form can also be obtained by post through a letter addressed to the Research Coordinator, NDC.
  • Tickets may be granted to university teachers and bona fide researchers on the recommendation of their parent organization and to employees of the Federal government or of the provincial governments in Pakistan or of bodies subordinate to them on the recommendation in writing of a responsible officer in the federal government or the provincial government concerned
  • Other applicants recommended by a person of recognized position.
  • Applications for User's Ticket should be complete in all respects and accompanied by photo copy of the I.D. Card of the applicant and two copies of a recent photograph of the applicant (1x1 size).
  • Tickets may be refused or cancelled at any time at the discretion of In charge, NDC.
  • Users must notify the NDC of any change of address.
  • Users? Tickets must be shown on demand.
  • Visitors will, on each visit, be required to enter their names and addresses in the visitors? book
  • No NDC material of any sort may be taken out of the NDC Reading Room except copies obtained in accordance with the prescribed procedure.

Cabinet Committee On Agriculture (CCA)

Terms Of Reference

  • To review agriculture policies as well as development plans in the sector and monitor implementation thereof.
  • To review and monitor the progress of important projects and programmes in the sector in order to ensure effective utilization and outcomes.
  • To take decisions on inter-ministerial issues relating to the sector.
  • To review proposals of agriculture pricing, agriculture inputs and credit as well as issues concerning annual crop production, marketing and exports.
  • To review the performance of major public sector organizations dealing with agriculture.
  • To take up any matter referred to the Committee by the Prime Minister or by a Member of the Committee with the permission of the Chairman, or by the Cabinet.

Terms Of Reference

  • To consider matters relating to the overall frame work of Regulatory Bodies and their functioning.
  • To consider issues connected to policy matters referred to the Committee by Regulatory Bodies or concerned Ministries/Division.
  • To review the performance of Regulatory Bodies on a quarterly basis.
  • To consider any matter referred to the Committee by the Prime Minister or by a member of the Committee with the permission of the Chairman, or by the Cabinet.
  • The Committee may invite such other persons as may be required from time to time through special invitation.

Cabinet Committee on Energy (CCE)

Terms Of Reference

  • The CCE will provide guidelines for the preparation of a medium to long term strategy for the sustainable development of the energy sector.
  • The CCE may prescribe policies related to, inter-alia:
    • The development of indigenous resources, including hydrocarbons
    • coal, hydel, nuclear and renewable
    • Cross-border energy transactions, including gas import
    • Allocation of energy to different consumer sectors, based on economic, social and other considerations
    • Economic and technical regulation of the energy sector
    • Pricing of energy products, including the administration of subsidies and
    • Restructuring of the energy industry, through divestment of Government interests and private sector participation.
