Under the management of Electronic Government Directorate,
FPSC project is completed and can be viewed at http://www.fpsc.gov.pk/. This project
has converted the lengthy process of Federal public
service commission's candidate selection for future
bureaucracy to a seamless online procedure where
candidates can apply online for Government jobs,
check the status of their application, and confirm
the exact examination dates.
The scope of this project was to re-engineer and
automate the recruitment and back office applications
for FPSC, build a local area network with provision
of hardware required for operation of the proposed
applications within FPSC, training of end users
and support staff in a new environment, information
for web savvy candidates to find related information
without physically visiting FPSC.
Electronic Government Directorate has executed
yet another important project regarding online access
to statutory and case laws at district bar associations.
The purpose of this project was to ensure the availability
of Statutory and Case laws to the lawyers who were
unable to maintain expensive libraries.
Previously there was no systematic or organized
method of providing access to the latest Statutory
and Case Laws to the vast mass of lawyers. A few
reputed law firms, that charge substantially high
legal fees, could afford to maintain law libraries
and to engage manpower to update the Statutes and
Case Law. The vast majority of lawyers who generally
practiced at district level or represented middle
class citizens before superior judiciary did not
possess such law libraries. The Bar Councils and
Bar Associations maintained law libraries but the
printed books were insufficient to cater the needs
of all lawyers. Additionally, these libraries did
not possess latest editions due to lack of resources
This project helped the bar associations a lot
and provided them with:
Online access to database of Statutory and Case
Laws has been provided to 70 DBAs , 11 HBAs, 1
SBA and there august courts
Operators to each Bar Associations
24/7 Internet connectivity to each bar association
and august courts
EGD in collaboration
with a nationalized bank has installed 18 ATMs at
different locations in Islamabad/Rawalpindi for
facilitation of payment of salaries to federal government
employees. The locations selected are near government
offices and residential localities where there is
a concentration of low and middle income government
employees.
Presently government
provides salary disbursement lists to individual
branches which are credited to the employee's accounts
on the first day of the month. Majority of the employees
rush towards banks on the day of payment, thereby
huge queues are seen at the bank branches. Employees
have to wait in line for considerable length of
time due to rush at the bank counters. Due to the
manual nature of processing the time taken to process
individual salary takes relatively longer time.
The employees have to wait for longer duration and
the bank's branches have to remain open till late
in the evening to process payment made by them.
Under this project,
a 24 hours, 7 days a week banking facility will
be provided to government employees. It will also
benefit the banking sector as the employees, will
draw only required amount of cash each day and therefore
more money will be retained at banks. The present
project is expected to induce more banks to follow
and target the low and middle income government
employees who have been neglected till now. It may
be mentioned here that persons other than government
employees can also avail the facility of these 8
ATMs. Recently "1- link" has been established. Due
to this development the ATM cards issued for use
at these 18 ATMs can also be used at all ATM Machines
of the following banks:
To ensure that the
new entrants to the public service are IT and Computer
literate, a training programme has been initiated
for Probationary Officers (newly recruited) of the
Government. For this purpose IT labs have been established
at 11 Academies of the government. The project envisages
development of course material and establishment
of information technology laboratories at the Civil
Services Academy, Lahore and ten other specialized
training institutions and provide faculty for imparting
hands-on-training to probationary officers during
their entire stay of 18 months in these academies.
The objective of this project is to enable the government
probationary officers to develop skills for the
new operating environment of E-Government. Specifically
this means imparting knowledge and getting hands-on-training
on personal computers so as to become fluent in
using the personal computers.

Under this project, a process mapping
and essential re-engineering study was undertaken
at then the Ministry of Science & Technology.
The purpose of this study is to identify areas for
automation that will bring about an improvement
in operations and efficiency of the ministry. The
various activities to be performed during this study
will included:

Proposing and Modeling essential process re-engineered
processes
Identifying applications to be deployed for
improving efficiency
Development of RFQs for the various components
of the solution that is chosen by MoST

A project is being prepared with
the help of this study to setup an e-office at the
Ministry of Information Technology. The software
developed in the course of implementation will be
adapted for requirements of other federal divisions.
The Project involved
outsourcing of survey work to be carried out at
all the Federal Divisions to establish the requirements
for Local Area Networking, internetworking of the
Divisions and hardware, including Servers and PCs
so as to provide the basic infrastructure for electronic
communications within and between Divisions.
The material collected
under this project will enable EGD in development
of RFQ and BOQs for the implementation of Local
Area Networking within and between the Divisions
as well as development of detailed specifications
and quantities for the hardware, Servers & PCs
etc that will be required.
The project was
undertaken because the existing networking facility
is mostly either not available within the Divisions
or is confined to a few work locations. Secondly,
each workplace is not provided with a computer,
which is an essential requirement for enabling electronic
communications within and between the Divisions
The project was
very focused on capacity building and institutional
strengthening of provincial IT setups. Since E-Government
is focused on new ways of conducting government
business, the project has been conceived to deliver
technical knowledge and skills to provincial IT
Departments, thus equipping them with technical
experts required to play proactive role towards
the roll out of National IT Policy.
The project envisages
engaging Technical experts for Provincial IT departments
to enhance the technical capacity of departments,
study existing systems and preparing PC-1's, RFP's
and TOR's aimed at improvement of services provided
by different government departments through development
of citizen-centric projects. Business Analysts /
System Analysts having expertise in Business process
re-engineering and experience in IT Project management
were hired to enhance project preparation capacity
of provincial IT Departments thus helping them in:
Capacity Building and Institutional strengthening
at provincial level.
Improved business process re-engineering and
enhanced project management skills of Provincial
IT departments.
Expertise in the preparation of Project compliance
(PC-1), Feasibility Studies (PC-2), Terms of Reference
(TOR), Request for Proposal (RFP), Request for
Quotation (RFQ).

Improvement of liaison between provincial IT
departments & MoIT.
The project was
initiated to operationlize the Hospital Management
Information Systems (HMIS) at PIMS. The system includes
bringing in efficiency within Patient Registration
Process, Doctor Consultation, Hospital Admissions
and Discharges, and data digitization for various
departments like radiology, pathology, pharmacy,
account and budgeting to achieve the target of less-paper
environment. The operationalization of HMIS at PIMS
has resulted in number of benefits vis-?-vis citizen
services and internal management; for example, the
registration process has been decentralized to substantially
reduce the waiting/queuing time.
The project was
initiated to develop a comprehensive and robust
HMIS for CDA Hospital to automate the complete end-to-end
back end and the front end processes of service
delivery. The system includes the overall management
of core functional areas of Patient Registration,
Doctor Consultation, hospital admissions and discharges,
and management of various departments like radiology,
pathology, pharmacy, account and budgeting as well
as maintaining inventory.
The project was
initiated with the aim to provide the basic ICT
infrastructure at Prime Minister Secretariat and
PM House to improve internal communications, faster
decision making and tracking. The Project was targeted
to automate all business processes executed by various
sections / wings of the Secretariat to keep track
of public complaints/grievances received through
parliamentarians and public directly. In addition,
various other applications e.g. monitoring the development
funds distributed amongst parliamentarians and monitoring
the quarterly Goals and Targets for each Ministry/Division
have also been deployed successfully.
The automation of
Securities & Exchange Commission of Pakistan
involves a complete system for online company search,
registration of companies, filing of statutory returns
as well as an online complaints and inquiries management
system. The system will reduce waiting/queuing time
and cycle time in delivering the service to all
stakeholders while providing significant cost savings
to the public sector.
The objective of
the project was to facilitate the Federal Government
employees for the allotment of Government Housing
Units by automating the old system of Estate Office,
Islamabad. The scope of the project included provision
of Hardware/Licensed Software, customized Applications,
deployment of Local Area Network and automation
of internal office working such as; General Waiting
List (GWL) & its online availability, development
of web-site, simplifying application system and
information sharing
This main purpose
of the project is to develop and roll out an e-Learning
Management System at Civil Service Academy. Further,
the project scope also includes development of ERP
and Library Management System for the CSA. Accordingly,
to operationlize the software, the necessary ICT
Infrastructure has also been provided to CSA.
The project is aimed
towards automating the core citizen services that
includes Development of web based Property Management
System having GIS as an integral part, Web Based
Billing System (Water & Property tax), Asset
Management System. Moreover, the scope also includes
the provision of Complainant Management System through
call centre (outsourced model) and web portal.

In addition, the project scope also includes development
of some databases for back end process management;
for example, databases of registration record of
security companies, funds generated by local government
etc.

automation of secretariat processes including management
of Bills, Resolutions, Motions, Questions, Committee,
House Debates, and systems for Inter Parliamentary
Affairs, Public Account Committee and Secretariat
Budget. To operationlize the software applications,
necessary hardware including PC, LAN has also been
provisioned in project scope.
The project involves

the Patent Office automation is to create a fully
functional Intellectual Property Automation System
(IPAS) that can cover end-to-end processing of Intellectual
Property applications throughout their life-cycle
including formality checking, search & examination,
office documents and notifications, printing of
certificates and publications. The necessary Infrastructure
has also been provisioned to effectively operationalize
the IPS at Patent Office.
Project includes
development of comprehensive integrated system for
automating common tasks involved in processing of
Hajj applications. The applications developed include
online submission of Hajj Applications, Balloting
of Hajj Application (Govt. Scheme), Party/Group
Formation, Accommodation Booking, Flight Booking/Scheduling,
Provisioning of Machine Readable Passports (MRP)
to Hajis, and Pilgrims Tracking System through MPR.
This scope of the
project is to provide the basic ICT Infrastructure
at Ministry of Health and automation of Business
Processes / Agency Specific Applications of Ministry
of Health that includes Drug Manufacturing License
Management System , Drug Registration System Drug
Import/Export System , System for Grant for Import
of Medical Equipments , Issuance of NOC for advertisement
of Drugs , Statistical System for Health Related
Facilities and others. The provision of necessary
IT Infrastructure (PCs, LAN etc.) is also scoped
under the project.
The scope of project
include the Deployment of Food, Agriculture &
Livestock Information Repository (FALIR) system
to provide real time information on agriculture
yields, prices, pest infestation etc to various
stakeholders including farmer community and policy
planners. In addition latest state of the art techniques
like Remote Sensing and GIS to develop crop forecasting
models are also scoped under the project.
The project scope
includes development of software applications for
automating the common business processes of Federal
Government. These are Internal Communication, HR,
Finance & Budgeting, Inventory & Procurement,
and Project Management. In addition, the scope also
includes development of dynamic portal to integrate
all these applications.
The project scope
includes development of the software application for
the automation of District Courts & Case management
System the main feature of the project is availability
of court cases information at any time with online
reporting and data access to Litigants this will result
better final decision through online access to past
hearing and relevant court cases.
