Background
A study has been conducted earlier by Ministry of Information Technology Islamabad in which the following ERP applications were identified as COMMON to all federal government offices:

• Internal Communication and Movement of Files
• Project Management System
• Human Resource Management System
• Inventory & Procurement System
• Financial Planning & Budgeting

Initially, the as-is business processes revolving above applications were mapped and documented in a separate document. Later on, all these as-is processes were further delineated and use cases were developed to support the on-going e-government project, e-office at MoIT that focuses towards development of all above mentioned common ERP applications.

All the above mentioned ERP applications revolve around the current GOP policy guidelines outlined in official documents e.g. Secretariat Instructions, Rules of Business, ESTA Code, Fundamental Rules & Supplementary Rules and Treasury Rules, General Financial Rules, Handbook of DDO etc.

Project Scope
The scope of the present project is to analyze the existing (as-is) processes, do the benchmarking with the systems of developed countries and multinational corporation, design the to-be models and identify the functional gaps (based upon to-be model) in afore mentioned ERP applications (developed or under development).

Under this consultancy project, the required revision (based upon to-be model) of certain clauses of necessary documents e.g. e.g. Secretariat Instructions, Rules of Business, ESTA Code, Fundamental Rules & Supplementary Rules and Treasury Rules, General Financial Rules, Handbook of DDO etc. will also be highlighted.

All above will be incorporated in Business Process Reengineering (BPR) report which focuses on effectiveness, efficiency and added value contribution.

There are three reporting tiers of Ministry of Population welfare, these are:

• District population welfare offices
• Provincial welfare departments
• Ministry of Population welfare, Islamabad.

The gross root level of information collection is districts offices, which gather information from respective taulkas of districts. The provincial offices collect, compile the information from respective districts and submit at federal office. Finally the data is analyzed at Federal ministry of population welfare Islamabad.

The project aims to establish Local Area Network of 340 nodes with provision of 126 PCs at Provincial Welfare Departments (Punjab, Sindh, NWFP and Balochistan) and district offices (some model districts have been chosen for the project)

The development of on-line integrated web-based MIS under this project aims to eliminate the redundant steps of collecting the information from the districts and provincial offices of Ministry of Population welfare. All the offices of MoPW (District, Federal & Provincial) will use the MIS to update the relevant set of data.
Moreover, following offices,

• 12 Regional Training Institutes across the country.
• 02 Population welfare Training institutes.
• 01 Central Warehouse and Supplies Karachi.
• 02 research Institutes

Will also be automated to share the relevant data with federal offices of MoPW, Islamabad. Training of online MIS will be provided to concerned officials of districts, provincial and federal offices.

The objective of the project is to provide Shaikh Zayed Medical Complex with proper hardware and software to ensure efficiency and transparency in all activities of the Hospital. The following are the main objectives of the project:

Basic IT infrastructure at Shaikh Zayed Medical Complex
Provide basic IT infrastructure (i.e. Wireless LAN/WAN, and hardware equipments) required to achieve all the
IT-related services and objectives by implementing this as well as future projects to facilitate Hospital and in turn provide excellent services to patients
Proposed solution includes provision of Wireless Network across the hospital for 300 Nodes.

1. Under the project, the following facilities will be provided to each of the selected Press Club and Press Information Department:

3. Provision of Word Processing, Internet, Email client, and office productivity software packages to that press clubs that will sign a contract with Electronic Government Directorate.
4. Installation of new telephone connection for Internet connectivity (wherever needed, with local calling provision only). The phone connection will be obtained in the name of the Press Club or Press Information Department that will sign a contract with Electronic Government Directorate.
5. Provision of Internet connectivity from each Press Club / Press Information Department that will sign a contract with Electronic Government Directorate.
6. Installation of Operating software, Office productivity suite, Email and Internet access software client(s) and Proxy Server/Client software on all PCs provided in this project to those press clubs that will sign a contract with Electronic Government Directorate.
7. 2 weeks on-location training of the designated members from selected Press Club and Press Information Departments that will sign a contract with Electronic Government Directorate for the use of abovementioned software packages. 10 to 15 members from each Press Club / Press Information Department will be able to receive the training. If more members will be designated by some Press Clubs / Press Information Departments, arrangements will be made to conduct additional training sessions.

The customized integrated software solutions for Trading Corporation of Pakistan (TCP) will enable an electronic environment within TCP and its associated offices for conducting business processes electronically for better monitoring and control, improve overall efficiency, ensure transparency and extract information rapidly for decision making and information sharing within TCP and its allied government ministries and departments.

The quantifiable scope of the project for TCP include:

1. Providing Customized Software Solutions to TCP:
   • Development of Integrated Financial Management Solution
   • Development of web-enabled, customized, integrated Inventory Management Solution
   • Development of TCP Operational Divisions Customized Software Modules
   • Development and Implementation of Dynamic Reporting Engine (DRE).
2. Providing IT infrastructure in TCP offices and building back-office capability:
   • Installing internal network (LAN) in TCP Head Office (Karachi), Regional Office (Lahore) and Godown (Korangi, Karachi) and also providing connectivity through internet to Head Office with Regional Office, 04 Godowns and 13 Procurement Centres located at different locations in three provinces (Sindh, Punjab, Balochistan) of Pakistan.
   • Providing Hardware (Servers, PCs, Printers,Scanners etc) to TCP to conduct operations in an electronic environment.
   • Simple e-mail system within TCP thereby improving productivity of TCP employees through automation of routine functions of the organization. This also helps in reduction in time and effort spent in information search, retrieval and dissemination within the TCP
   • Providing Training to TCP employees which will ultimately upgrade the quality of work and improve overall efficiency

The objective of the course on Information Technology is to prepare the officers to work efficiently in a computerized office environment and to absorb the technology, which is constantly changing. The course contents include essential / desirable theoretical knowledge on Information Technology Management and Application Packages to impart basic computer skills. The main topics are IT basics, office automation, e-government, e-commerce, Internet, Management Information systems, project management and office productivity MS Office.
